Douglas Irwin argues that this is an opportune moment to reassess US trade policy.  President Trump called himself a ‘tariff man’ and saw trade as a win-lose, zero-sum proposition.  After four years, what have we learned and what path will the Biden administration pursue?  In an op-ed piece in The Wall Street Journal, Dr. Irwin says that traditional economic truths still have value.
